Investing our expertise where it matters most.
We believe strong communities are built by people who are willing to tackle difficult challenges with limited resources.
While our primary work focuses on helping rural healthcare organizations improve operations, strengthen financial sustainability, and deliver better services, we also recognize that some of the most important community initiatives lack the resources to access professional consulting support.
That’s why we selectively offer pro bono and reduced-rate consulting services to nonprofit organizations and emerging community initiatives whose missions align with our values.
Our goal is to make meaningful contributions to projects that can create lasting, positive change.
Community Projects We’re Supporting
Strengthening Emergency Medical Services in Wheeler County
Oregon Solutions | Wheeler County, Oregon

Maintaining reliable emergency medical services in rural communities presents significant challenges, particularly in geographically isolated areas where limited funding, low call volumes, and declining volunteer availability threaten the sustainability of traditional service models.
Through the Oregon Solutions Wheeler County EMS stabilization initiative, Opportunity Healthcare Consulting contributes pro bono expertise in rural healthcare operations, financial analysis, and organizational planning. As part of this collaborative effort, OHC develops financial and operational models examining staffing arrangements, compensation structures, funding strategies, and the feasibility of establishing a unified ambulance service and health district to serve the communities of Fossil, Mitchell, and Spray.
These analyses provide participating communities and project stakeholders with practical information to evaluate service options, understand financial and operational tradeoffs, and make informed decisions about the future of emergency medical services in Wheeler County.
Creating a Place for Families to Connect
Morrow Discovery Center | Heppner, Oregon

In February 2025, a conversation over coffee at a local bookstore turned to the challenges of raising young children in a rural community, particularly how difficult it can be to find other families with kids the same age. The conversation sparked an idea: a place where children could play and explore while their parents had an opportunity to connect.
Eight months later, Morrow Discovery Center opened its doors. What started as a cup of coffee between two mothers became a nonprofit organization, supported by a volunteer board, generous community grants and donations, and countless hours of hands-on work by local families. OHC’s founder helped turn the idea into reality, establishing the nonprofit, securing funding, and building the organizational infrastructure while working alongside volunteers to transform an empty storefront into a welcoming space for children and families.
Since opening, Morrow Discovery Center has continued to grow, welcoming families from across the community and attracting substantial support from regional foundations, businesses, and local government. With more than $150,000 in grants and donations secured to date, the entirely volunteer-run organization is expanding opportunities for children to learn through play while giving parents something just as valuable: a place to find friendship, support, and connection.
Request Pro Bono Support
Opportunity Healthcare Consulting offers a limited number of pro bono and reduced-rate engagements to organizations working to make a meaningful difference in their communities, with particular consideration for rural and underserved areas.
Is Your Project a Good Fit?
We prioritize requests from organizations that:
- Serve a nonprofit mission. Applicants should be established nonprofits or actively working toward nonprofit formation. Community collaborations involving public agencies and nonprofit partners may also be considered.
- Demonstrate community impact. Projects should address a clear community need and have the potential to create lasting benefits.
- Align with our expertise. We focus on organizational development, strategic planning, governance, operations, financial sustainability, and related services.
- Have a defined need and committed leadership. Applicants should be able to explain the assistance they’re seeking and be prepared to participate actively in the work.
- Have limited financial resources. Priority is given to organizations for which traditional consulting fees would present a significant barrier.
How It Works
Requests are evaluated based on community impact, alignment with our expertise, project scope, financial need, and available capacity. Depending on the circumstances, selected projects may receive pro bono assistance, reduced-rate services, or a combination of both.
All accepted engagements have an agreed-upon scope, timeline, and expectations. Submission of a request does not guarantee acceptance.
Tell Us About Your Project
Have a project that could benefit from our expertise? We’d love to learn more about what you’re working on and how we might help.
Please do not submit sensitive personal or confidential information. Submission does not establish a consulting relationship or guarantee acceptance. Requests are reviewed as capacity allows. While we can’t accommodate every project, we appreciate the work being done to strengthen our communities.
